Description
The Department of National Defence is procuring a new, unused, off-the-shelf Ball-On-Cylinder Lubricity Evaluator (BOCLE) for fully automatic measurement of aviation turbine fuel lubricity in accordance with ASTM D5001 and ASTM D1655. The requirement includes the BOCLE apparatus, operating and analysis software with a perpetual end-user license, a pre-calibrated temperature-humidity probe, digital micrometer and slide assembly, cleaning bath, spare probe, 30 test rings, 100 test balls, and—if required by the manufacturer's design—a commercial off-the-shelf laptop workstation with specified Windows, memory, storage, connectivity, and display capabilities. The contractor must deliver, install, calibrate, commission, and test the equipment; provide one day of on-site English-language training for up to four scientists; and provide warranty-period telephone and email technical support. Required documentation includes a calibration certificate, software-support statement covering ten years after delivery, continued-production-and-support statement, equipment environmental assessment report, user operations manual, and a manufacturer calibration manual if available. Optional pricing is requested for five annual periods of on-site preventive maintenance and calibration. All on-site work must be performed during normal business hours, and equipment documentation and electronic reports must generally be supplied in searchable PDF format.
