Description
This is a notice of intent to award a sole source contract for replacement services to upgrade the control systems for Ishikawajima-Harima Heavy Industries (IHI) portal cranes, specifically LC47 and LC48, located at the U.S. Commander Fleet Activities Yokosuka (CFAY) in Japan. The contractor will be responsible for providing all necessary specialized labor, materials, engineering expertise, proprietary software, technical specifications, and equipment to complete these upgrades. The objective is to restore the cranes to operational readiness and ensure safe operating conditions. This is not a request for competitive proposals, and a solicitation package will not be posted publicly. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement or quotation demonstrating their ability to meet this requirement. Submissions must be sent electronically to the points of contact by 10:30 AM JST on June 30, 2026. Information received will be used to determine if a future competitive procurement is in the best interest of the Government.
