The Defense Logistics Agency Energy is conducting a sources-sought notice for its Atlantic/Europe/Mediterranean Purchase Program 2027. The contemplated procurement covers approximately 201,690,000 US gallons of JA1 aviation turbine fuel, 41,277,000 US gallons of JP5 aviation turbine fuel, 9,111,000 US gallons of JP8 aviation turbine fuel, and 64,911,000 US gallons of F76 naval distillate. Delivery will be by tanker and pipeline, and the procurement includes a minimum lift guarantee of 75%. FOB destination tanker offers will not be accepted. The ordering period runs from award through June 30, 2028, with deliveries scheduled from July 1, 2027, through June 30, 2028, plus a 30-day carryover period. A 22,000,000-gallon portion of the F76 requirement for Defense Fuel Supply Point Rota in Spain is contemplated for noncompetitive award to Moeve; interested parties must provide authorization from Moeve to access the refinery pipeline and supply the requirement. Responses to the sources-sought notice are capability statements, and the Bulk Offer Entry Tool is mandatory for the eventual procurement offer, including electronic submission and signature of the SF 1449.
