The U.S. Army, through the Cornerstone Other Transaction Agreement, plans to issue a competitive Cornerstone Initiative Request for a Generation 2 Continuous Feed Narcotics Destruction prototype. The effort will design, develop, and demonstrate a high-throughput system intended to modernize the disposal of seized illicit substances and address the logistical, security, cost, and maintenance limitations of legacy batch-feed systems. The anticipated award is a fixed-price other transaction with incremental payments tied to completion of specific milestones and a 36-month period of performance. The future request will solicit white paper proposals and is restricted to Cornerstone Consortium members, including entities that have begun the membership process and satisfy the stated registration, integrity-system, and signed management-agreement requirements. A noncompetitive follow-on production other transaction may be awarded after a successful prototype. This notice is for planning purposes and is not itself a solicitation or commitment to award.
