The U.S. Department of Agriculture's Agricultural Research Service, National Agricultural Library, requires immediate and continuous authenticated electronic access for USDA users and public on-site users to Springer Nature's “Access & Select” Basic plan. The requirement covers 703 Biomedical and Life Sciences titles and 560 Earth and Environmental Sciences titles, for a total of 1,263 titles, with perpetual access to selected titles up to the value of the DigiTop license fee. The notice states that the action will be awarded on a sole-source basis to Springer Nature Customer Service Center, LLC because Springer Nature is the copyright holder and only source able to provide the required immediate, unembargoed access and perpetual access rights. Eligible offerors must be registered in SAM.gov.
