Description
The United Nations Development Programme seeks an individual national consultant to lead the development and finalization of practical, user-oriented guidance on the consolidation of legal normative documents for Viet Nam's Ministry of Justice. The guidance must reflect the updated legal framework and include procedures, techniques, concepts, responsibilities, practical cases, examples, templates, exercises, and references. The consultant will develop the guidance in Vietnamese, incorporate feedback from technical consultations and training, and submit the final guidance for approval. The assignment also includes preparing substantive content for and delivering assigned sessions at two capacity-building training courses, reviewing training feedback, and revising the guidance accordingly. The scope is estimated at 38 working days, with performance from October 2026 through March 2027; the work is home-based, with in-person attendance required for training sessions. The solicitation uses a two-envelope process, with technical and financial submissions handled separately, and requires a signed CV, offer/declaration materials, references, applicable engagement and relative-disclosure forms, a cost breakdown, and other portal responses identified in the solicitation.
