Description
The United Nations Development Programme in the Philippines, under the EU-Philippines Green Economy Partnership, is seeking innovative, scalable, commercially proven business solutions to pilot in partner local government units. This solicitation is specifically for Sorsogon City and addresses two local challenge statements: adopting a reverse-vending-machine or extended-producer-responsibility-enabled incentive system to encourage schools and communities to segregate and collect plastic packaging with traceable recovery and recycling, and reducing household and market biowaste by transforming it into resources that strengthen food production and food security in barangays. The broader challenge also supports plastic circularity and organic and food circularity solutions in other participating localities. Eligible applicants include individuals, organizations, NGOs, MSMEs, academic institutions, and private-sector entities with legal registration, operational capacity, and a technology, product, or service commercialized and in use for at least one year. Proposals must include the completed application and workplan/financial proposal forms, proof of registration, proof of an active bank account, proof of financial capacity to operate, evidence supporting commercialization and use, and a pitch deck of no more than 15 slides and 25 MB. Evaluation considers solution fit and innovation, scalability and readiness, socioeconomic and environmental impact, long-term sustainability, and gender equality, disability, and social inclusion. The award is expected to range from USD 35,000 to USD 40,000 per local government unit, with one award per organization for each participating locality. The implementation period is expected to begin on November 3, 2026, and last 10 to 15 months.
