Description
The U.S. Air Force is conducting market research to determine whether a future solicitation for a 10-year Indefinite Delivery/Indefinite Quantity contract will be unrestricted or set aside for small businesses. The Joint Simulation Environment program requires development, integration, and testing of modeling and simulation capabilities, as well as operations and product support at designated test and training sites. The planned sites are the Joint Integrated Test and Training Center at Nellis Air Force Base, Nevada, and the Joint Integrated Test and Training Center at Joint Base Elmendorf-Richardson, Alaska. A third European site and additional locations may be added. Site environments may include JSE-compliant and non-JSE-compliant training systems, commercial software and hardware, server rooms, cockpit support racks, secure audio/visual distribution systems, secure networks supporting Secret/Collateral, TS/SCI, and SAP information, and system integration laboratories. The contract is expected to commence in the fourth quarter of calendar year 2027, with a one-year base period and up to nine one-year option periods. The first task order is expected in the first quarter of calendar year 2028 and will support the Nellis site, including up to a six-month transition period with the incumbent contractor.
