Description
The Government of Barbados, through the Ministry of Energy, Business Development and Consumer Affairs, is seeking an eligible consulting firm under a quality- and cost-based selection process to support the drafting of a Secured Transactions Bill and Barbados Collateral Registry Regulations. The work must reflect international best practices and Barbados’ legal and institutional context, including secured-transactions law, collateral-registry frameworks, prudential regulation, insolvency and cross-border enforcement considerations, and related legislative harmonization. The scope includes legal research and analysis, drafting and revising legislation and regulations, preparation of explanatory notes and policy materials, stakeholder engagement, legal advice concerning the collateral registry and prudential framework, coordination with other project participants, and training for legal practitioners, regulators, policymakers, financial institutions, and other stakeholders. Required deliverables include an inception report, legal gap analysis, draft and revised legislation and regulations, a final legal-framework package, training materials, and a final report. The assignment is expected to comprise 180 working days over a three-year period; the consultant will work remotely and attend meetings virtually and in person as necessary.
