Description
This solicitation is for welding electrodes, specifically mineral-covered, iron-powder, low-hydrogen medium, high tensile and higher strength low alloy steels. The material is designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) due to its use in a crucial shipboard system where failure could result in serious personnel injury, loss of life, or loss of the ship itself. The contract requires adherence to stringent quality assurance standards, including ISO-9001, ISO-10012, ANSI-Z540.3, and potentially MIL-I-45208 and MIL-STD-45662. Traceability of materials from certification to the final product is mandatory. Welding electrodes must be supplied in 10-pound containers and meet specific requirements outlined in NAVSEA T9074-BC-GIB-010/0200 and Appendix C, including specific alloy identity testing and maximum chromium content restrictions for certain types. A certificate of compliance is required for all furnished items. Delivery of material is scheduled for 365 days from the contract award, with submission of certification data CDRLs due 20 days prior to scheduled delivery and review/acceptance by PNS within 45 working days. This procurement is issued pursuant to Emergency Acquisition Flexibilities and is a "DX" rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS).
