Description

The U.S. Air Force is soliciting a firm-fixed-price, non-personal services contract for an Airman Ministry Coordinator supporting the Hill Air Force Base Chapel. The coordinator will develop and manage an inclusive Airman Ministries program for single and unaccompanied Airmen, including weekly fellowship and Bible study activities, monthly trips and recreational or community-service events, annual retreats, spiritual resiliency and character-development opportunities, leadership development, volunteer recruitment and training, advertising, participant tracking, budgeting, and recurring ministry and after-action reporting. The contractor must provide the labor, transportation, event coordination, and program materials necessary to perform the work. Services require at least 16 hours per week, including substantial work outside normal duty hours, with nights, weekends, and federal holidays routinely included. The proposed coordinator must have a bachelor's degree in theology, ministry, or an equivalent field and demonstrate military ministry experience, experience serving young adults ages 18–27, experience leading events for at least 20 people, faith inclusivity, and spiritual or personal resiliency. The contract includes one 12-month base period and four 12-month option periods, with performance periods scheduled from September 30, 2026, through September 29, 2031 if all options are exercised. Award will use a lowest-price technically acceptable evaluation, and the acquisition is a total small-business set-aside.
