Defence Construction Canada (DCC) is establishing an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil construction services required by the Department of National Defence at 5 Wing Goose Bay and its satellite sites in Newfoundland and Labrador. The OCSL will cover three fiscal years from April 1, 2026, to March 31, 2029. Contractors and suppliers may apply at any time, but are encouraged to submit by March 4, 2026. The OCSL will be used to tender construction projects with an estimated value of $10 million and below. Contractors on the OCSL will be invited to bid electronically through MERX as opportunities arise. Tenders may include security requirements such as Designated Organization Screening (DOS) or Facility Security Clearance (FSC) up to SECRET level. The OCSL may also include set-asides for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB). Contractors previously on the OCSL must re-apply. Applications are submitted via MERX, and contractors must have an active MERX account to bid.
