Defence Construction Canada has issued an Advance Procurement Notice for potential modified design-build contracts supporting NORAD modernization at Forward Operating Locations in Inuvik and Yellowknife, Northwest Territories. The work may include airfield improvements; new or repurposed hangars with aprons and taxiways; ammunition compounds; fuel facilities; accommodations; warehousing; planning and multipurpose facilities; fire halls; indoor storage; and IT, cyber, logistics, and support infrastructure. Preliminary estimates for each site include approximately 33,000 square metres of hangar space, 500,000 to 2,000,000 litres of fuel storage, 122,000 square metres of apron, and 72,000 square metres of asphalt surface. One modified design-build contract is anticipated per site, with an estimated value exceeding $5 billion per location. This notice is not a bid solicitation and does not guarantee that either procurement will proceed. Potential contracts are expected to include requirements validation, concept development, market analysis and planning, design, and construction phases. Future RFPs are expected to evaluate northern design and construction experience, experience with comparable asset types, integrated design-build capability, northern logistics and constructability, Indigenous participation, and team capability through formal interviews. Successful proponents will be required to develop an Indigenous Benefits Plan. The Inuvik solicitation is projected for release in Fall 2026 and the Yellowknife solicitation in Summer 2027, subject to approval to proceed. Proponents must hold the required Facility Security Clearance at the SECRET level before award; prospective proponents without that clearance may seek sponsorship through the Industrial Security Program.
