The City of Altamonte Springs is seeking proposals from nonprofit organizations, private entities, foundations, library organizations, partnerships, or combinations thereof to assume responsibility for operating and managing the public library and developing a sustainable funding structure that eliminates reliance on annual City General Fund appropriations. The selected proposer will be expected to preserve meaningful public access and library services, including collections, digital resources, public computers, Wi-Fi, educational and literacy activities, community programming, technology assistance, and related facility operations. Proposals must include an operating model and plan addressing governance, management, staffing, hours, collection management, technology, programming, community engagement, facility operations, and performance measurement. Respondents must also provide a business and funding plan sufficient for at least three years, a transition approach, partnership strategy, long-term vision, relevant experience, and annual performance-reporting methodology. The arrangement is expected to involve a negotiated landlord/tenant relationship and operating agreement for the existing library facility. The proposer must address required insurance, E-Verify registration, Florida business registration, a local business tax receipt, and specified affidavits and certifications.
