Description
The U.S. Department of State is soliciting a contractor to provide food services for the Marine Security Guard Detachment at the Marine Security Guard Residence in Bratislava. The contractor must provide management, supervision, labor, logistics, training, food procurement, menu planning, food preparation and service, quality management, and cleaning of the kitchen and dining areas. Services are required Monday through Friday from 7:00 a.m. to 3:00 p.m. and include breakfast, lunch, dinner, desserts at least weekly, sanitation, food storage, waste removal, and periodic grocery purchasing with the Contracting Officer's Representative. The meals serve seven adults, or approximately 21 meals per day, and must accommodate dietary, cultural, and religious requirements while meeting applicable food-safety standards. The contractor must provide an on-site supervisor and a cook with at least three years of food-service-operations management experience. The contractor must obtain required local licenses, permits, work permits, visas, and residency authorizations; comply with host-country laws; provide personnel for government background screening; and maintain required insurance. A third-country national cook is permitted, a single cook is acceptable for full coverage, and minimum qualifications and food-safety certifications must be documented with the quotation. Food and grocery costs are excluded from the fixed monthly price, VAT should be listed separately if applicable, and Defense Base Act coverage is waived for Slovakia. A locally registered subcontractor may satisfy the established-business requirement. The solicitation requests a completed SF-1449 and pricing section, a project manager or liaison, evidence of an established business in Slovakia, relevant experience and past-performance references, evidence of personnel/equipment/financial capability, and a strategic cooking-services plan. The contract has a 12-month base period with four one-year option periods.
