Description
Washington County Assessor's Office is seeking a unified AI-assisted constituent-service platform covering phone, AI and live chat, and email. The platform must use a shared, agency-controlled knowledge base; maintain constituent records and cross-channel case histories; support AI voice interactions, SMS follow-up, email continuation, transcription, summaries, multilingual responses, live-chat escalation, accessibility conforming to WCAG 2.1 Level AA, and AI-native email and case management. The solution must provide read access to the Agency's CAMA or equivalent property-records and assessment system, including parcel, ownership, valuation, exemption, application, protest, and appeal data. The vendor is responsible for the integration, implementation, knowledge-base build, validation, ongoing support, and any partner or subcontractor responsibilities. Pricing must include capacity for 50,000 voice interactions annually, 15 email/knowledge-base/chat licenses, integration, implementation, configuration, initial knowledge-base development, and on-site training for email go-live. Vendors must demonstrate at least five relevant projects completed within the last seven years, including at least one comparable production system-of-record integration, and provide references, an experience matrix, a named implementation lead, and a current VPAT or equivalent accessibility report.
