Description
The Pan American Health Organization (PAHO/WHO) in Nicaragua is soliciting proposals for a Long Term Agreement (LTA) for customs agency services. The selected contractor will handle all customs clearance, importation, exportation, and related procedures for medical supplies (including vaccines, medical devices, and pharmaceuticals) and non-medical goods (such as IT equipment and general materials) consigned to PAHO/WHO and potentially other UN agencies. Services include preparation and submission of customs declarations (including DUCA T), payment of duties and third-party fees (reimbursable), coordination with ports and border crossings, and management of special regimes (exonerations, donations, international organizations). The contract is for an estimated duration of 3 years, with PAHO/WHO as the lead agency. The contractor must have a valid customs agency license, legal constitution in Nicaragua, national coverage at all key entry points (including Managua airport, Puerto Corinto, Peñas Blancas, and other border crossings), and a minimum of 5-10 years of experience. Financial capacity to advance up to USD 5,000 for operational expenses is required. Proposals must include separate technical and financial offers, with evaluation based on legal documentation (20%), experience and technical capacity (20%), client references (10%), presentation letter (10%), and bank liquidity (10%), plus financial offer (30%).
