Description
The U.S. Department of State is conducting market research for civilian armored vehicle manufacturers capable of performing vehicle armoring from start to finish. All armoring work under any resulting contract must be performed at facilities in the United States, and brokers or intermediaries will not be accepted. The anticipated contract is an indefinite-delivery, indefinite-quantity arrangement with a one-year base period and nine 12-month option periods. Respondents must provide company and SAM registration information, small-business status under NAICS 336211, a capability statement of no more than 20 pages, armoring experience from the previous 10 years, ballistic and blast protection capabilities, opaque armor fabrication capabilities, production capacity and lead times, surge capacity, quality certifications, facility security clearance information, and relevant contract history. The notice also requests feedback on acquisition strategy, pricing structures, warranty support, overseas warranty service, bonding capacity, teaming, chassis sourcing, and potential performance barriers.
