Description
Fairfax County's Uniformed Retirement System is seeking a qualified full-service, non-discretionary investment consulting firm to advise its Board of Trustees and staff on the System's investment program. The scope includes investment-policy and strategic asset-allocation advice, asset/liability studies, capital-market assumptions, liquidity modeling, portfolio construction, manager research and selection, investment and operational due diligence, fee benchmarking and negotiation, performance measurement, risk and attribution analytics, reporting, and private-markets portfolio oversight. The consultant will also support governance and operations through Board education and meetings, investment-manager monitoring, portfolio transitions and rebalancing, custodial coordination, conflict disclosures, and related fiduciary advisory services. The engagement is structured as a three-year contract with two additional one-year renewal options. Proposals must include the completed cover sheet and Attachments A1-A8, Attachment B technical narrative, a statement of qualifications, fee proposal and billing rates, recent financial statements, and any issued addenda.
