Description
Blue Ridge Regional Library is seeking proposals for a bundled mobile data solution for its bookmobile. The requested service must provide connectivity along the bookmobile’s routes and destinations in Henry County, Patrick County, and the City of Martinsville, Virginia, with bandwidth options from 5 Mbps to 500 Mbps and data allowances ranging from 15 GB to 35 GB or unlimited. Proposals must include all monthly recurring and non-recurring charges, including device rental or purchase fees, installation, connection, and basic terminating equipment costs, and must separately identify any E-Rate-ineligible components. The solution must support at least 10 staff and patron devices per bookmobile, include a secure web-based management and reporting portal, device access controls, CIPA-compliant filtering with adjustable settings, 24/7/365 support, reliable area coverage, and a coverage map. Offered equipment must meet at least Wi-Fi 6 standards, support at least 10 client connections, include all necessary connectivity equipment and licenses, offer a non-permanent installation option, and operate from -30°C to +65°C. Services are needed effective July 1, 2027. Providers may offer month-to-month service or 12- or 36-month contracts, with two optional 12-month terms for contracted services. Proposals must comply with applicable E-Rate requirements, including discounted SPI billing, lowest corresponding price, and restrictions on covered telecommunications equipment and services.
