Description
The U.S. Department of State is soliciting a firm-fixed-price contractor to construct an accessible bathroom in an existing consular facility. The work includes furnishing and installing labor, materials, equipment, and services for plumbing, ventilation, electrical work, architectural finishes, doors, plumbing fixtures and bathroom accessories, miscellaneous metal and framing, temporary works, mobilization, and site costs. The contractor must coordinate final mechanical, electrical, and plumbing paths to maintain Architectural Barriers Act compliance, protect occupants in an occupied building, provide temporary partitions and construction barriers, and maintain continuous operation of the consular and adjacent administrative areas. The contractor must provide a draft performance schedule and phasing plan, technical execution plan, key-personnel information, management and equipment information, three relevant construction-project references, and subcontracting/performance-of-work information. The contract is firm fixed price with a mandatory 60-calendar-day performance period beginning after the Notice to Proceed; work must begin within 30 calendar days after the Notice to Proceed. A one-year warranty is required for labor and materials. Award will be made to the lowest-priced technically acceptable, responsible offeror. The solicitation requires electronic submission in PDF format, with individual emails limited to 30 MB according to the cover letter; the solicitation instructions also state a 50 MB individual-email limit, creating a submission-size inconsistency that should be clarified.
