Description
The District seeks a qualified firm to provide comprehensive consulting for its FCC E-rate Program. Services include annual and long-term planning; identifying eligible services and funding opportunities; supporting competitive bidding and procurement compliance; preparing and reviewing applications; assisting with Program Integrity Assurance reviews, funding decisions, appeals, audits, and compliance inquiries; and supporting invoicing, reimbursements, post-commitment activities, record retention, and funding-year closeout. The consultant is also expected to provide training, maintain a District-specific deadline calendar, and proactively advise District personnel on program changes and required actions. Proposals must identify a dedicated, experienced primary consultant who will principally perform substantive consulting and maintain direct communication with the District. The District expects services to be performed by the selected firm's employees; subcontracting or outsourcing requires prior written approval. Proposals must address the firm's and consultant's qualifications, relevant K-12 and South Carolina experience, references, service approach, conflicts of interest, and detailed compensation and pricing scenarios. The solicitation requires a Proposal Response Certification and Drug-Free Workplace Certification, a completed District alternate W-9, proof of insurance, and a business license if applicable. The latter two are listed in the vendor questionnaire, but the solicitation states that insurance documentation is due before work begins and permits/licenses are required before award or commencement, rather than clearly requiring them with the proposal.
