Description
The City of Los Angeles, acting through the Los Angeles Police Commission, is seeking proposals for an Official Police Garage serving LAPD Service Area 5 and any future subdivision of that area. The contractor must provide standard- and medium-duty vehicle recovery, towing, transport, storage, impound, release, evidentiary-hold, and lien-sale support services on a 24-hour, 365-day basis. The estimated annual volume is approximately 4,000 vehicle impounds, although this is not guaranteed. The contractor must maintain a primary business and storage facility within the service area unless an approved location waiver is granted, including secure storage for evidentiary vehicles, and must provide at least nine dedicated standard- and medium-duty tow trucks or flatbed carriers. The proposal must address business operations, financial capacity, personnel and training, towing and lien-sale experience, regulatory compliance, dispatch and financial systems, subcontracting, and required City compliance documents. The contract term is five years, with a City option for one additional five-year term. City-established towing and storage rates apply, and the contractor must meet a 20-minute maximum response time for authorized service requests.
