The City of Fredericksburg is soliciting conceptual-phase PPEA proposals from qualified developers for the adaptive reuse of the Renwick Complex, a 0.75-acre historic redevelopment site containing the Renwick Courthouse, Wallace Library, and Old Jail. Proposals must address rehabilitation and adaptive reuse of all three structures, comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties, and support preservation of the former courthouse—particularly its second-floor courtroom—while providing public access to the courthouse and the site's green space. Offerors must present a development concept, organizational and project team qualifications, comparable experience, project schedule, financing and preliminary cost estimates, anticipated benefits, compatibility with City planning objectives, ownership and operating assumptions, and applicable architectural, building, engineering, and historic-preservation standards. The City seeks a financially sustainable, long-term partnership that does not require ongoing capital investment by the City. An optional concept for adaptive reuse of the nearby Old Stone Warehouse may be included but will not be scored for the Renwick Complex redevelopment.
