Description
The Mississippi Oil and Gas Board is soliciting bids for turnkey services to plug, remediate, and reclaim nine orphaned oil and gas wells located in Jasper and Jones Counties. The contractor must provide all labor, equipment, materials, transportation, supervision, permits, access preparation, well-control equipment, cementing, waste and liquid removal, environmental hazard reporting, site restoration, and related documentation. The work must comply with Mississippi Oil and Gas Board rules, the Infrastructure Investment and Jobs Act Orphan Well Program, Davis-Bacon requirements, and Build America, Buy America requirements. Bidders must submit an individual plugging and/or remediation work plan and written procedures for each well, pricing for each well and for all nine wells, and a time-and-materials rate schedule for unforeseen downhole conditions. Attendance at the required pre-bid project site inspection is mandatory, and bids will be evaluated based on responsiveness, qualifications, proposed procedures, capacity, past experience, and cost. The estimated performance period is February 3, 2027, through January 31, 2028.
