Description
The City of Kamloops is seeking up to two qualified general contractors to assist with the design and construction of civic facilities, including new construction and renovations for small-scale projects valued below $1,000,000. Contractors may be involved early in design development and collaborative project planning, including estimating, scheduling, risk management, material procurement and storage, construction coordination, and related delivery activities. The City may use an MMCD unit-rate contract, CCDC 2, CCDC 5, or CCDC 14 delivery model, depending on which approach provides the best value. The opportunity establishes a non-exclusive standing offer arrangement for recurring work, with no guaranteed minimum volume. Addendum II states that assignments may be made through strategic selection, project-specific pricing, low bid among successful proponents, or direct assignment for emergent work, based on factors including experience, availability, past performance, capacity, schedule, project suitability, and mobilization capability. The City anticipates that the annual value assigned to each successful proponent may be approximately $250,000, but does not guarantee that amount. Addendum III clarifies that Appendix G pricing is for evaluation and benchmarking, while project-specific staffing, fees, pricing, and contract terms may vary. Proponents must identify potential joint-venture partners, subcontractors, specialty consultants, and their roles in the response.
