The U.S. Army Corps of Engineers is soliciting a full-and-open, firm-fixed-price design-bid-build construction contract for the Apache Alert Mission Complex supporting the Kuwait Air Force at Ali Al Salem Air Base in Kuwait. The scope includes four alert shelters with aprons; a logistics readiness center; a maintenance supply warehouse with exterior storage; a guard house; a pilot readiness facility; a petroleum, oil, and lubricant shed; a fire-water pump house and tank; an optional alert magazine; a forward arming and refueling point; parking sunshades; bunkers; three electrical substations; and associated site utilities. Additional work includes stormwater, domestic water, fire water, sanitary sewer with lift station and leach field, site electrical and communications, taxiway and vehicular pavement, parking lots, concrete aprons, airfield improvements, security and protection features, and phased construction to maintain uninterrupted airfield and squadron alert and training operations. Options include helipad and taxiway rehabilitation, hardened aircraft shelter demolition, forward arming and refueling point expansion, and paved access to a practice runway. The anticipated period of performance is 1,355 calendar days from issuance of the Notice to Proceed, and proposals will be evaluated using an anticipated best-value trade-off method.
