Description
Kent County seeks a vendor to provide turnkey computerized commissary services for incarcerated individuals, including food, hygiene products, stationery, snacks, games, clothing, and other approved items. The vendor will process orders and account transactions, deliver individually packaged orders within 72 hours, operate and restock an inmate vending program, and provide a product list with descriptions, manufacturers, sizes, weights, and prices. The vendor must maintain an order fill rate of at least 98%, comply with packaging and health requirements, and provide a fixed commission to the County. The scope also includes a networked banking and commissary system integrated with detention-center management, telephone, kiosk, and account systems; electronic ordering kiosks or a proposed tablet-and-kiosk approach during an initial trial period; hardware and software; installation, training, maintenance, service calls, reporting, accounting, and technical support. Proposals must include contractor qualifications and experience, contact information, a project approach addressing the technical specifications, a financial proposal with separate commission rates, a list of available items, and a signed acknowledgment of the RFP terms and conditions. The contract is for an initial one-year term with four additional consecutive one-year terms available by option. The updated RFP permits applicants who missed the mandatory pre-proposal meeting and site visit to submit a response if they arrange an alternative on-site visit.
