The Library of Congress intends to award a sole-source, firm-fixed-price contract to ESPEC North America, Inc. for a temperature- and humidity-controlled chamber used to test papers, boards, and other collection materials against multiple ISO standards and to support materials-degradation research. The chamber must provide a temperature range of -70°C to 150°C, humidity control from 10% to 95% relative humidity, a test chamber of at least 4 cubic feet, specified dimensional limits, touch-screen controls, profile storage, and computer-based monitoring and logging capability. The requirement also includes two adjustable wire shelves, a compatible control package, a mobile cart with an integrated water tank, remote startup assistance, online operational training, freight shipping, and one year of manufacturer warranty and remote support. Delivery is required within 16 weeks after contract award; training is due within two weeks after delivery. The notice states that proposals are not being requested from other parties and that no written solicitation will be issued.
