Description
Patrick County is soliciting proposals from qualified Internet Service Providers to deliver a turnkey broadband infrastructure solution for approximately 468 eligible unserved locations. The selected provider will be responsible for route design, engineering, permitting, easements, utility coordination, fiber placement, aerial and underground construction, pole transfers, splicing, cabinets, electronics, customer connections, testing, activation, reporting, and long-term operation and support. The network must meet or exceed 100 Mbps download and 20 Mbps upload speeds, or applicable federal minimums if higher, and include the equipment and customer-premises components needed to activate service. The proposal must address service offerings and affordability, construction and activation schedules, project-area maps and GIS data, funding sources, comparable broadband projects, financial capacity, federal compliance, Davis-Bacon prevailing wages, Build America, Buy America requirements, and equal-employment obligations. The solicitation identifies approximately $700,000 in available ARC funding, requires completion no later than December 31, 2027, and makes any award contingent on funding-agency approval.
