Description
The City seeks qualified telecommunications firms to provide on-call services for its municipal fiber network, including installing fiber in new or existing conduit; fusion splicing and terminating single-mode and multimode fiber; installing splice enclosures, trays, and rack-mounted patch panels; and testing with bidirectional OTDR and optical power meters. The work may involve new or existing infrastructure and will be authorized as needed. Emergency requests require onsite arrival within two hours and emergency splice work to begin within four hours; normal requests require onsite arrival and splice work to begin within seven calendar days. Test results and documentation are due within two business days after each assignment, including OTDR traces, splice diagrams, fiber assignment records, as-built documentation, and completion confirmation. The proposal must include a technical approach and work plan, qualifications, key staff, project understanding, and a cost proposal using the provided cost file. The solicitation also requires specified affidavits and certifications, a client reference list, and a W-9. Proposers must hold a current California CSLB Class C-7 license and demonstrate at least ten years of relevant experience, three recent similar references or qualifying City experience, and three completed projects valued above $1 million. The awarded contractor must perform the majority of the work; subcontracting is limited to subcontractors identified in the proposal or approved in writing. The anticipated contract term is five years.
