Description
Cape Girardeau County is seeking a mass notification system for use by its Office of Emergency Management to serve more than 80,000 citizens. Required capabilities include sending notifications by email, phone, text, and social media; saving notification templates; supporting opt-in enrollment; reaching residents who have not opted in through GIS/mapping capabilities; integrating with IPAWS; and providing sub-user groups for multiple agencies. Access to home devices such as Alexa is desired but not required, and text notification capability for major local events is preferred. The selected provider must set up the system, train Emergency Operations staff, and provide continued technical support under an annual contract. The system must be operational by January 1, 2027. The solicitation requires one original and two copies for mailed submissions, or optional electronic submission through the county bid portal; email and fax submissions are not accepted. A signed response/pricing page and, for agreements exceeding $5,000, an affidavit of compliance with Missouri's federal work authorization requirements and supporting documentation are required.
