Description
The City of Annapolis is soliciting proposals for a contractor to perform two primary functions: first, to maintain existing stormwater best management practices (BMPs) within the City's inventory and to conduct outreach and education to communities regarding these BMPs; and second, to survey and verify existing BMPs for inclusion in the City's official BMP inventory. The scope of work for maintenance includes tasks such as debris removal, invasive species management, sedimentation control, erosion control, dry well clean-out, repair of berms, embankments, inlets, and outfalls, revegetation, and minimal regrading to ensure proper flow into existing BMPs. The types of BMPs to be maintained include permeable pavement, dry wells, bioretentions, and wet ponds, with statuses ranging from failed to needing some maintenance. The properties where these BMPs are located vary and include residential, nonprofit, and commercial properties. Outreach and education to property owners are considered key for long-term maintenance success. The RFP also outlines a cost-share agreement process between the contractor and property owners, with the final cost-share amount determined by the Trust and the City. A budget estimate for maintaining approximately 5-10 BMPs is required, with contractors able to request up to the maximum bid amount of $50,000 for a single scope of work.
