Description
Hennepin County is soliciting bids for a single-award Indefinite Delivery/Indefinite Quantity contract for roadway culvert lining. The work consists primarily of furnishing and installing ultraviolet-cured cured-in-place pipe (CIPP) liners in existing culverts; steam- or heat-cured CIPP is not permitted. Related work includes traffic control, joint repair, chemical grouting, dewatering, cleaning existing culverts, removing pipe culverts, erosion and sediment control, site restoration, inspections, testing, and defect repair. The contract has an estimated total compensation between $150,000 and $2,000,000, with individual task orders generally valued at no less than $75,000. The initial term is two years beginning November 9, 2026, with a possible one-year extension. Bids are evaluated on the lowest responsible bidder basis using electronic unit-price submissions. The solicitation requires a 2% SMBE goal and a 2% SWBE goal, as well as good-faith efforts toward 117 WEP apprentice labor hours. Performance and payment bonds are required upon request and must cover the current contract amount; the proposal form also states that each bond is to equal the contract amount. Required work includes UV CIPP installation at culverts on CSAH 11, 19, 125, and CR 116 in Corcoran, Independence, Loretto, Mound, Rogers, and Tonka Bay.
