Description

Efficiency Maine seeks qualified bidders to install and operate new, publicly accessible, networked Level 2 electric vehicle chargers at eligible multifamily properties with at least five units, business properties, or public properties in Maine. Each proposed site must include at least four charging ports, use J1772-compatible equipment capable of at least 6 kW per port, meet applicable safety and federal standards, and provide public access year-round, 24 hours per day, seven days per week. The bidder must own the property or submit an executed host-site agreement. Projects must include operation, maintenance, snow removal, signage, uptime, and data-reporting commitments for at least five years from commissioning. Eligible costs include design, engineering, project management, charging equipment, installation and commissioning, networking subscriptions, electrical upgrades, mounting hardware, construction, qualifying warranties or maintenance contracts, and canopies or weather shelters. The program reimburses up to 80% of eligible project costs, capped at $200,000 per site. As of October 1, 2026, $9.5 million remained available. Proposals must include a site-specific project narrative, property-owner attestation or executed host-site agreement, completed Project Cost Form, Grant Agreement or redlines as required by Section 4.1, and a signed and dated IRS W-9. A separate complete proposal is required for each site. Projects must comply with applicable Build America, Buy America requirements, Federal Highway Administration Title 23, Part 680 standards, and EV-ChART reporting requirements in addition to API reporting. Existing charger replacement or upgrades are ineligible, and OCPP 1.6 is not allowable. Projects must be completed by June 30, 2027, and proposals are accepted through December 3, 2026, or until funds are fully committed.
