Lubicon Lake Band #453 is soliciting bids from qualified general contractors for the complete construction of a new Health Centre Building and Head Start Building. The scope includes associated site development and architectural, structural, mechanical, electrical, civil, landscaping, utility, testing, commissioning, and related work shown in the bidding documents. The procurement is on a stipulated-price basis, with landscaping priced separately for each project and included in the overall bid submission. Bidders must prioritize Canadian-manufactured or tariff-exempt products and materials where feasible, including Canadian and non-U.S. steel where practical. A Lubicon Participation Plan is mandatory and must address local employment, Indigenous subcontractors and suppliers, training and apprenticeships, capacity building, community engagement, implementation, administration, and reporting; it must achieve at least 17 of 25 points. Bid price is worth up to 75 points, and the Participation Plan is worth up to 25 points. The bid requires a bid bond of at least 10% of the bid price, consent of surety, applicable COR documentation, and procurement form submittals. The successful bidder must provide 50% performance and 50% labour and material payment bonds.
