Description
The United States Navy, represented by Naval Facilities Engineering Systems Command Europe, Africa, Central, is conducting a Request for Information regarding electricity supply for Naval Station Rota, Spain. The Navy seeks input from qualified retail electricity suppliers, utility operators, and energy developers on pricing models, hedging mechanisms, firm-fixed-price and indexed structures, multi-click pricing, and other approaches for managing costs and volatility for a large, high-voltage customer. The RFI also explores renewable and resilience solutions, including off-site and on-site solar generation, collective self-consumption, utility-managed and virtual power purchase agreements, hybrid PPAs, battery energy storage, profile-shaping storage, and consolidated billing. The anticipated electricity supply period is May 2027 through April 2029, with potential longer-term structured supply arrangements from May 2029 onward. Responses are requested to inform a future procurement; this RFI is not a solicitation for award.
