Description
The Department of State's Bureau of Emerging Threats seeks one cooperative-agreement recipient to provide advisory support for designing, establishing, and operationalizing a centralized, civilian-led national Cybersecurity Operations Center in Argentina. The effort includes baseline assessments of government networks and data centers; legal, policy, governance, and operational design; technical architecture advisory covering SIEM, sensors, behavioral analytics, automation, and threat-intelligence integration; and workforce development through skills-based training, mentoring, exercises, and train-the-trainer programs. The proposed project should be completed within 36 months or less and should progress through assessment, build, operationalization, and sustainment/transition phases. The anticipated award amount is $13,912,185, with one award expected. Applicants must submit an English-language proposal, required federal application forms, a summary page, a proposal of no more than 40 pages, a budget justification, and specified supporting attachments, including key-personnel resumes and partner support letters.
