The U.S. Army Corps of Engineers, Japan District, is issuing an Invitation for Bid (IFB) for a firm fixed price construction contract to replace the current School Age Care Centers (SACC) on Camp Foster and Camp McTureous in Okinawa, Japan. The project involves constructing low-rise reinforced concrete structures with spaces for lobbies, reception, activity rooms, a large kitchen, restrooms, a multi-purpose half-court room, janitor room, administrative offices, a STEM/computer room, and storage. Exterior work includes benches, fencing, a children's drop-off/pick-up waiting area, and outdoor playgrounds with energy-absorbing poured flooring and age-appropriate equipment. Facility-related control systems must include cybersecurity features compliant with Department of Defense criteria. The estimated period of performance is 1032 calendar days. Bidders must be registered in SAM and achieve CMMC Level I certification by bid opening. This contract is intended exclusively for local sources authorized to operate and licensed in Japan, with construction licenses verified through the Government of Japan's Ministry of Land, Infrastructure, Transport, and Tourism.
