FY 2027 Industrialized Construction Projects for Barracks and Child Development Centers

The Department of the Navy is notifying industry of anticipated FY 2027 construction projects that are expected to use Other Transaction Authority under 10 U.S.C. § 2808a. This notice is not a request for proposals, quotes, or bids, and no contract or agreement will be awarded directly from this notification. Future projects are expected to deliver new barracks and child development centers using advanced manufacturing and industrialized construction methods, including volumetric modular, hybrid, and/or Kit of Parts approaches. Four anticipated project packages encompass approximately 32 buildings and more than 3.3 million square feet across Marine Corps and Navy installations. The work includes barracks at Camp Pendleton, Camp Lejeune, MCAS Cherry Point, MCRD Parris Island, MCB Quantico, and MCAGCC 29 Palms, plus child development centers at installations in California, Virginia, Florida, and the Washington, DC area. Solutions must support scalable, repeatable modular design; Modular Open Systems Approach architecture; applicable DoD Unified Facilities Criteria and Whole Building Design Guide standards; integrated design, manufacturing, assembly, and onsite construction; and demonstrated ability to deliver projects of similar size, scope, and complexity. Future awards are anticipated to include applicable Davis-Bacon, Buy American Act, and Miller Act requirements.
