The Kentucky Transportation Cabinet (KYTC) is seeking a qualified consultant to provide statewide electrical construction inspection services on an as-needed basis for a two-year term. This contract aims to support the Division of Traffic Operations by inspecting electrical traffic control devices and roadway lighting. The selected consultant will be responsible for providing inspectors who will ensure compliance with contract provisions, specifications, and relevant safety standards, including OSHA requirements and KYTC policies for electrical hazards. Inspectors will be required to document deficiencies with photographic evidence and detailed descriptions. The contract will be negotiated on an actual cost basis, with an approximate upset limit of $500,000. The consultant team may include a DBE Participation Plan to meet the 11.95% DBE goal. Inspectors must possess specific certifications, including Work Zone Traffic Control Supervisor and Technician qualifications, and have at least five years of electrical construction experience, with engineering education being substitutable with Project Manager approval. The contract also requires inspectors to supply their own vehicles, personal protection equipment, and necessary tools, which must be pre-approved by the KYTC Project Manager.
