Description
SEPTA seeks a consultant to provide construction management, inspection, and related professional services for Phase 1A of its overhead contact system and structures replacement project. The construction scope includes installing approximately 257 drilled foundations—203 catenary foundations and 54 down-guy foundations—by drilling caissons, setting steel cans and rebar cages, placing bolt patterns, and pouring concrete. The consultant will oversee construction, inspect drilled shafts, provide geotechnical engineering support, manage schedules, costs, safety, quality, environmental compliance, stakeholder coordination, and project closeout. The work includes monitoring compliance with archaeological protocols and responding to discoveries. The RFP specifies a 40-page limit for the technical proposal, requires separate technical and cost proposals, and states an 850-calendar-day performance duration from Notice to Proceed. Proposers must meet stated professional qualifications and conflict-of-interest restrictions; the construction manager cannot also be the design engineer of record or a general, electrical, or mechanical contractor.
