Description

The City of Richmond, Virginia is soliciting bids from qualified firms to provide comprehensive lawn mowing and grounds maintenance services for various City-owned properties. These services will include regular turf mowing, trimming, edging, litter and debris removal, cleanup, leaf removal, mulching, and weed control, as detailed in the Scope of Work. The City requires consistent maintenance across parks, playgrounds, public safety facilities, utility properties, school grounds, municipal buildings, and other designated sites to ensure well-groomed public spaces. The selected contractor will be responsible for performing all work within specified parameters, including mowing to a height between 2.5 and 4 inches, using equipment that prevents turf damage, and properly dispersing grass clippings. Trimming and edging will be required around all obstructions and paved surfaces. Litter and debris must be removed prior to mowing, and grass clippings must be kept out of storm drains. On-demand services such as leaf removal, herbicide application (requiring proper Virginia pesticide licensing), mulching, shrub pruning, storm debris cleanup, and emergency mowing may also be requested. All damage caused by the contractor must be repaired promptly at their expense. Personnel must wear uniforms and have identifying PPE and IDs, and a supervisor must be on-site at all times. The contractor must submit a list of equipment with their bid and ensure all equipment is in safe working order. Safety compliance with OSHA, Virginia Department of Labor and Industry, and City requirements is mandatory, and hazardous conditions must be reported within 24 hours. Environmental requirements, including compliance with stormwater regulations and best management practices, must be followed. Direct communication with the City's Contract Administrator is required for status updates.
