Description
The San Diego County Water Authority is soliciting proposals for the purchase and delivery of 12.5% sodium hypochlorite in bulk to the Valley Center Chlorine Facility and Mission Trails Flow Regulatory Structure, and in 53-gallon drums to the Escondido Operations Center. Deliveries will be made on a scheduled and as-needed basis, including supplemental orders with 48 hours' notice. The contractor must provide delivery vehicles and unloading equipment, direct delivery personnel, transportation plans, safety management, spill cleanup, certificates of analysis, manifests, bills of lading, safety data sheets, and related delivery documentation. The chemical must meet specified quality standards, including ANSI/AWWA B300-10 and ANSI/NSF Standard 60 requirements. The anticipated contract term is one year with up to four additional one-year extensions, and the total contract maximum is $800,000. Proposals must include technical and operational narratives, experience and references, pricing, a transportation and environmental safety plan, the Contractor Questionnaire, SCOOP Schedule A-1, Fleet Compliance Certification, and valid California Air Resources Board Certificates of Reported Compliance for the proposer and listed subcontractors. Delivery services must be performed by the contractor's direct employees; subcontractors may not perform delivery services.
