Description
The Library of Congress is soliciting a contractor to manufacture, assemble, test, package, and deliver bespoke low-self-discharge rechargeable nickel-metal hydride battery packs for first-generation Digital Talking Book Machines. The packs must use six matched, safety-vented AA-sized NiMH cells and meet specified dimensional, weight, voltage, capacity, cycle-life, self-discharge, temperature, safety, vibration, pull, drop, connector, cable, and UL 2054 requirements. The contractor must provide production tooling and test equipment, maintain the technical data package as needed, and submit verification test procedures. The offer must include a draft Manufacturing and Production Plan, past-performance information for up to three relevant contracts performed within three years before solicitation release, and firm-fixed unit pricing using the provided pricing sheet. Twenty first-production articles are required after award, followed by mass production through individual delivery orders. The solicitation is for a three-year single-award indefinite-quantity contract with a $25,000 minimum and $1,500,000 maximum; the base period begins December 22, 2026, and ends December 21, 2029. Amendment 1 permits subcontractors to perform battery manufacturing, subject to the solicitation’s requirements, and extends the proposal deadline to October 27, 2026, at 5:00 p.m. Eastern Daylight Time.
