The NATO Communications and Information Agency (NCIA) intends to award a single-award IDIQ contract for the provision, operation, and continuous evolution of the Operational Network Extension (ON-X), a NATO Enterprise cloud capability up to NATO SECRET, delivered as a managed service. The requirement includes progressive take-over of existing operational networks, design and build-up of a secure cloud platform, transition of in-scope networks, and enduring outcomes such as sovereignty, security accreditation, resilience, and technology currency. The solicitation will be conducted in two steps: Step 1 assesses vendor experience and down-selects to a maximum of 3 bidders; Step 2 involves full solicitation, competitive dialogue, and a Best and Final Offer. U.S. firms must be pre-approved for NATO Competitive Procurement and obtain a Declaration of Eligibility from the Department of Commerce.
