Description
The City of Waupaca is soliciting proposals from qualified firms to lease a portion of city-owned property at 608 Lakeside Parkway, Waupaca, Wisconsin, and establish and operate a composting facility. The proposed lease is for three years, commencing on or about January 1, 2027, subject to annual compliance review and renewal only by mutual agreement. The contractor must provide labor, equipment, utilities, permits, and operational oversight; maintain environmental and site safety compliance; prevent odor, dust, noise, vector, runoff, and leachate issues; maintain stormwater controls and material records; and restore the premises at lease termination. Potential operations include yard waste, brush and wood waste, leaf, biosolids, food waste, and other approved organic waste composting, with certain activities subject to Wisconsin Department of Natural Resources or other regulatory approvals. Proposals must include company information, relevant composting experience and municipal references, an operating plan, site plan, and financial proposal specifying the lease rate per acre, acreage requested, and total monthly lease payment.
