Description
New York State Homes and Community Renewal, together with the New York State Housing Finance Agency, State of New York Mortgage Agency, State of New York Municipal Bond Bank Agency, and Tobacco Settlement Financing Corporation, seeks qualified firms registered with the Securities and Exchange Commission, Financial Industry Regulatory Authority, and/or Municipal Securities Rulemaking Board. The procurement will establish prequalified panels for Tier 1 Senior Managing Underwriters and Tier 2 Co-Managing Underwriters, as well as a Tier 3 Selling Group Member list, for the agencies' bond issuances. Firms may apply for one or both underwriting panels or solely for the Selling Group Member list, and proposals must address all four agencies collectively. The solicitation replaces the agencies' existing prequalified panels rather than supplementing them; current panel firms must respond to remain prequalified. Senior Managing Underwriters may provide bond structuring and pricing, marketing and distribution, investor outreach, order-book and allocation management, refunding analysis, financing schedules, pricing memoranda, market timing, bond-sale conference calls, capital commitments, post-closing analysis, secondary-market support, remarketing, roadshows, liquidity and credit facilities, and disclosure support. Co-Managing Underwriters will assist with marketing, distribution, capital commitments, secondary-market support, and other requested services. Applicants must complete the required proposal materials, demonstrate relevant experience and financial capacity, maintain a physical office in New York State, and satisfy applicable SDVOB and MWBE participation goals of 6% and 30%, respectively. The engagement is for three years with two optional one-year renewals and does not guarantee transaction assignments.
