Description
The City of Columbus is seeking a vendor under a Best Value Procurement to establish a Universal Term Contract for the purchase and delivery of new articulating wheel loaders for compost-material handling. The estimated requirement is approximately one unit annually, with no guaranteed minimum quantity. The required equipment includes a new articulating wheel loader with a Rockland single-cylinder high-dump roll-out bucket, rated at 7 cubic yards, along with one year of maintenance filters. The proposal must address detailed technical specifications, total cost of ownership over ten years, warranties, delivery timing, parts and service availability, and equipment quality. The City prefers delivery within 180 calendar days of contract execution and purchase-order issuance. The scope also includes operator training upon delivery, optional manufacturer-specific mechanic training, repair and maintenance support, parts and service manuals, telematics support, warranty service, and related documentation. Offerors must provide professional references and past-performance information, including at least three references in the evaluation section and four separate equipment-sale references in the detailed specifications. Pricing details are not to be presented until requested by the evaluation committee. The contract is an indefinite-quantity arrangement with an initial term through January 31, 2030, plus one potential one-year extension, although another section of the specifications contains an inconsistent January 31, 2026 end date.
