Description
The Federal Highway Administration is soliciting a total small-business set-aside Invitation for Bids for construction of the Hurricane Ridge Rockfall Mitigation project. Work includes clearing and grubbing, roadway excavation and embankment, a soil nail retaining wall, permanent and temporary flexible rockfall protection, culverts and drainage structures, concrete barriers and crash cushions, signage, temporary traffic control, construction surveying, quality control, testing, and related highway work. The project specifies the Natina Steel weathering agent for galvanized surfaces and the Geobrugg RXE-8000 flexible rockfall barrier system, with brand-name requirements applying to those portions of the acquisition. The estimated project price range is $2,000,000 to $5,000,000. The contractor must complete the work by October 6, 2027, subject to authorized extensions, and must furnish a bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less. Performance and payment bonds are required at 100 percent of the original contract price. The solicitation requires printed, manually signed bid submissions and includes extensive construction submittals, quality-control plans, scheduling, safety, environmental, and traffic-management requirements.
